Mail, Building Access, & Parking

Mail & Deliveries

Regular Mail (Excluding Packages)

Residents may receive regular mail (letters/bills) at their assigned mailbox on the first floor of the building:

Standard Package Delivery

All standard packages (Amazon, FedEx, UPS, etc.) must be received by DTS Mail Services (see Mail Services website). Package deliveries should be addressed as follows:

Instant Deliveries

All instant deliveries, such as grocery, food delivery, Walmart, etc. should include the resident’s personal contact phone number and be addressed to the resident’s building address. Residents must meet the delivery person at the front door of the building to retrieve the order; the Housing Office does not accept deliveries and for security reasons cannot confirm a resident’s identity to a delivery person or provide a contact number.

For all deliveries:

  • Housing does not offer concierge services. No delivery personnel may be permitted to enter secured residential areas to deliver any packages or instant orders.
  • Residents who allow such entry (even in an attempt to help another resident) are considered to have breached security protocols, and may therefore be subject to lease violation consequences.

Building Access

Access Devices

Each resident will receive the following access devices, which must be returned when the resident vacates the apartment:  

  1. Building Entry (Fob)  

  2. Apartment Entry (iButton)  

  3. Mailbox (Metal Key) 

  4. Bedroom Lock (Metal key; if applicable)  

  5. Parking Decal (if applicable)  

Loss of access devices or violations to the above policies may incur Tier 2 or 3 violation fees. It is a violation of the Lease to loan keys to anyone who is not a resident of the apartment to which the keys give access, including guests, or to prop open any building doors or gates and leave them unattended. 

If the resident requests a lock change, DTS Housing will provide this service at the resident’s expense.

Access Gates

DTS Housing has provided limited access gates to provide additional security for the community. In order for the gates to function as intended, it is important that residents cooperate with the gate use policies and procedures. The resident agrees to the following: 

  1. DTS Housing has furnished a gate on the property for the sole purpose of the protection of the property generally and not for personal security. 

  2. Residents understand how to use the gate and should not try to impair the use or function of the gate. Proper use of the gate must include the following sequential steps:

    1. Fully stop before the gate

    2. Present the appropriate access device at the gate scanner

    3. Wait for the gate to fully open and the path in front of the gate to be clear before passing through. If the resident requires additional information to understand usage of the gate, it is the resident’s responsibility to request this information from the Housing Office prior to using the gate. 

  3. Pedestrians and bicyclists are never to use the parking lot gate for exiting or entering the parking lot. 

  4. Residents are advised that the gate is a mechanical device and can be rendered inoperable at any time. DTS assumes no responsibility except to proceed with diligence to repair the gate. This condition applies to the residents, the resident’s families, and the resident’s guests. 

  5. Dallas Theological Seminary is not liable or any loss of, or damages to, resident’s personal property or vehicle when parked anywhere on DTS property, even if this is a result of a temporary failure of an access gate. This includes automobile theft, vandalism, etc. DTS is also not liable for damages or injury resulting from walking through the gate while the gate is open or transitioning from the open or closed positions, or for any damage or injury if the resident is not using the gate appropriately. 

  6. Residents must use the appropriate gate according to its designed function: all vehicles exiting the lot must exit through the exit gate, and enter through the entrance gate. 

  7. Residents of Washington do not have access to the Swindoll parking gate and Swindoll residents do not have access to the Washington parking gate.

Accordingly, the following policies and procedures have been established: 

  1. Residents are to always observe the correct operation of the gates. 

  2. Residents are not allowed to lend or give electronic access devices to anyone. 

  3. Residents are encouraged to immediately report to DTS Campus Police any vehicle or person he or she observes entering the community without an electronic access device. 

  4. Residents should immediately report to DTS Housing any malfunction of the gates.

Violations to the above policies or damage to the gate due to negligent use may incur a fee and a bill for repair costs charged to the resident’s online portal.

Parking

Parking is available at no additional cost in the on-campus parking lots. A parking permit is required and limited permits are allotted to each apartment for parking in on-campus Housing parking lots.

Parking Permit

All vehicles parked in the Washington/Swindoll gated parking lots are required to display a DTS Parking Decal on their front windshield, distributed free-of-charge from the Housing Office. Parking Decals expire annually and residents must pick up a new one from the Housing Office every year.

On-Campus Housing Gated Parking (Washington/Swindoll)

Parking in the residential gated parking lots is limited. Each one-bedroom apartment is allotted one parking space, and each two-bedroom apartment is allotted two parking spaces in the lot adjoining their building at no additional cost. Any vehicle parked in the gated lot must display a Parking Decal.

  1. Any vehicle parked in the gated lot without the Parking Decal properly displayed and up-to-date will be subject to ticketing by Campus Police. 

  2. Residents may not loan Parking Decals to non-registered cars. 

  3. Each motorized vehicle parked in campus parking lots must be in working order, have a valid state inspection, emissions testing, and current license plates. Any vehicle that does not meet these specifications can be towed at the owner’s expense. 

  4. Do not park in “no parking” zones or in any designated parking space; this is enforced 24 hours a day, 7 days a week.

  5. Handicapped spaces are reserved for those with designated handicap tags. 

  6. In Swindoll Tower, compact spaces are marked “compact.” Compact cars must display a “Compact” sticker in the rear window to be obtained from the Housing Office at move-in, and they must park in compact spaces when available. 

Additional Parking Options

  1. If a resident has a guest coming to the building who needs to use a handicapped space, and if all “Handicapped” designated spaces are not required for other residents, the resident may meet the guest at the gate and allow them into the lot, provided that the vehicle has the appropriate handicap indicator properly posted in or on the car.  

  2. Each August, any remaining parking spaces will be assigned to those who request to take part in the Parking Lottery. These passes are valid until the following May (space permitting). The Housing Office will contact residents when the Parking Lottery opens for sign-up. 

  3. Residents may park additional vehicles in the secured N1 parking lot on Live Oak Street or on the street where permitted by the City of Dallas. Guests may obtain temporary parking passes from Campus Police and park in the N1 parking lot.
